We would like to begin by acknowledging the land on which we gather today is the land traditionally used by the Anishinaabe, Haudenosaunee, and Neutral peoples. We acknowledge the enduring presence and deep traditional knowledge and philosophies of the Indigenous Peoples with whom we share this land today.

    That the Council of the Township of Wellesley accept Linda Lackey, Larry Kryski and Jennifer Rose as delegations.

Linda Lackey and Larry Kryski spoke to the work of the Nith Valley EcoBoosters including collaboration with local municipalities for in person and virtual information sessions.

Commissioner of Engineering and Environmental Services, Jennifer Rose spoke from a presentation regarding the Wellesley Water and Wastewater Master Plan. Ms. Rose highlighted population projections over the next 25 years and the opportunities for required upgrades to the water services provided by the Region of Waterloo.

Councillor Hergott asked how the population forecast was determined?

CAO, Rik Louwagie responded that the number was derived from the amount of land available in the Village of Wellesley from ROPA 6 for possible development.

Mayor Nowak asked if this work is budgeted for 2025?

Jennifer Rose responded that the master plan report is expected in 2025 with budgeting for some projects in 2026.

CAO, Rik Louwagie asked how residents can register for the December 12 public information session?

Jennifer Rose responded that the registration is available on the EngageWR website.

    That the Council of the Township of Wellesley award the contract to Nichols Excavating Inc. to perform drainage works as detailed in the Dietrich Drain Branch B (Lorentz) Engineer’s Report dated August 2, 2024, to a total bid price of $125,288.89 + HST.

    That the Council of the Township of Wellesley accept the Petition for Drainage Works by Owners under Section 4 of the Drainage Act for installation of new drainage infrastructure submitted by Kingwood Holsteins Ltd. for the property described as Part Lot 4, Concession 2 W, and further;

    That staff be directed to forward the Section 4 petition to the Grand River Conservation Authority for comment within thirty (30) days of notice.

    That the Council of the Township of Wellesley accept the Petition for Drainage Works by Owner dated November 5, 2024, from North Wilmot Farms Inc. for the property described as Part Lot 7, Concession 3 W, and further;

    THAT as per Section 8(4) of the Drainage Act Council instruct K. Smart Associates Limited to include the petition in the report for the Lichty-Lebold Branch A petition.

Municipal Clerk, Grace Kosch stated that this report was deferred from the November 12, 2024 Committee of the Whole meeting agenda. Ms. Kosch noted that the report stands the same however the by-law was revised to reflect the administration of the Linwood Union Cemetery to be the responsibility of the Township of Wellesley.

    That the Council of the Township of Wellesley approve By-law 44/2024, being a by-law to provide rules and regulations for the governance of all Cemeteries owned and operated by the Township of Wellesley; and further,

    That Council approve By-law 44/2024 for submission to the Registrar in compliance with the Act; and further

    That By-laws 22/01 and 21/2017 be repealed once the Registrar approval has been received.

Rik Louwagie, CAO provided an update on 2025 Budget, the Region of Waterloo Transit Plan and the CUPE bargaining to begin in 2025. CAO Louwagie also noted the opportunity for Council to attend the Region of Waterloo All Council Meeting on Friday, December 6, 2024 at the Centre in the Square.
