We would like to begin by acknowledging the land on which we gather today is the land traditionally used by the Anishinaabe, Haudenosaunee, and Neutral peoples. We acknowledge the enduring presence and deep traditional knowledge and philosophies of the Indigenous Peoples with whom we share this land today.

Municipal Clerk, Grace Kosch introduced Tenet Security Group staff Ed Pimental and Phil Wicks.

Councillor Wagner asked if the Tenet Security Group has any experience in kennel by-laws and inspections.

Ed Pimental responded that Tenet Security Group does have experience with other municipalities including kennel inspections in those municipalities.

    That the Council of the Township of Wellesley accept Patrick Gilbride, Rebecca Robinson, Lisa Truong and Grace Neeb as delegations.

Patrick Gilbride and Rebecca Robinson provided an annual impact update on the programs and services provided across the Region of Waterloo.

Councillor Hergott asked where the tree nursery is located?

Rebecca Robinson responded that the tree nursery is located on Blair Road, North Dumfries.

Grace Neeb spoke on behalf of the Christmas Tyme in Wellesley Parade requesting a donation towards the parade to assist with the cost of policing provided by the Waterloo Regional Police Service.

Mayor Nowak recommended making a $300 donation to the 2024 Christmas Tyme in Wellesley Parade.

    That the Council of the Township of Wellesley support the request from the Christmas Tyme in Wellesley Parade Committee for $300.00 to offset part of the cost for policing services for 2024, funds to come from the donation budget line.

Municipal Clerk, Grace Kosch responded that notice was provided on the Township website and the Township social media channels

Chair Brick stated any person who wants further notice of proceedings in this matter should give in writing, their full name, address and postal code to the clerk prior to leaving the meeting.

Chair Brick asked the Deputy Clerk to bring forward the report.

Deputy Clerk, Amy Harron brought forward a powerpoint presentation providing more detail on the Procedural By-law Review.

Director of Planning, Tim Van Hinte provided additional information regarding the Ontario Land Tribunal decision made on on September 3, 2024 regarding the proposed development at 1060 Queen Bush Road, Wellesley.

this drainage matter was previously brought before council to accept the section 78 request for major improvements at the August 27th meeting. We did not receive any comments from the conservation authority. once the engineer is appointed they will proceed with preparation of an engineers report.

    That the Council of the Township of Wellesley appoint K. Smart Associates Limited to prepare a report, in accordance with Section 8 of the Drainage Act, R.S.O. 1990 for the Section 78 request for major improvements to the Campbell Drain 1976 and Bast Drain.

That the Council of the Township of Wellesley authorize staff to execute the Tourism Growth Program Contribution Agreement attached to this report. Result - 4 in favour.

    That the Council of the Township of Wellesley direct staff in incorporate any feedback received at the September 24, 2024, public meeting into the draft Procedural By-law; and further
    THAT staff be directed to bring forward a final version of the Procedural By-law to the October 22, 2024, Council meeting for Council approval.

Treasurer, Jeff Dyck provided a brief summary of the letter of credit reduction request.

Councillor Hergott why there is no motion to reduce the letter of credit?

CAO, Rik Louwagie added that the subdivision agreement allows for a reduction in the letter of credit when the work completed allows for the reduction based on the engineers review.

Chair Brick noted that the Apple Butter and Cheese Festival is being held on Saturday, September 28th in the Village of Wellesley.

Chair Brick extended thoughts to the victims of the vehicular accident that occurred this week.

CAO, Rik Louwagie provided an update on activity in the CAOs office including working with Waterloo EDC and Watson Consultants on a Rural Readiness Study, Development Charges By-law, and the Senior Management Team is currently working on the 2025 budget.
